POST TITLE: NPO (Sub-Programme Manager)
LEVEL: ICS 9 (NO-B)
DUTY STATION: Uruguay
DURATION: One Year Fixed-Term initially
Organizational Context (focusing on leadership role, enabling environment and context)
Under the supervision of the Assistant Representative, the NPO substantively contributes to the effective management of UNFPA activities in all programme areas, with emphasis in the area of reproductive health. He/she analyzes and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The NPO guides and facilitates the delivery of UNFPA's programme by monitoring results achieved in the implementation. He/she ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.
The NPO facilitates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in government, donor agencies and civil society to address emerging issues.
He/she must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA mandate. The NPO is a substantive contributor to the programme team in the Country Office.
The NPO has a role in supporting the Assistant Representative in programme planning, monitoring and evaluation, coordination, implementation and office management. Under the guidance and direct supervision of the Assistant Representative he/she plays a leadership role with the Programme team in the country office. The NPO (Sub-Programme Manager) acts on behalf of the Assistant Representative during his/her absence.
